The first article establishes that the Special Residence Permit (PEP) is a valid identification document for Venezuelan nationals who are in Colombian territory, which allows them to access the institutional offer in education. Likewise, a transitory provision is included to indicate that students from Venezuela who do not have legalized study certificates will be able to validate each of the degrees taken in that country at no cost, through evaluations or academic activities in the educational establishments where they are located by the ministries of education.
