Toolkit to Evaluate Education Initiatives

Measuring to improve, scale, and transform

According SIIPE data, at least 2,488 interventions have been implemented in Colombia over the past 20 years, carried out by 433 governmental and non-governmental organizations (64% of these are still active)

However, these do not seem to have resulted in significant improvements in the country’s educational outcomes regarding access, quality, and efficiency. This may be explained by the lack of evidence on the impact of the interventions, which would be useful to adjust and scale-up actions and programs. In fact, only 22% of the interventions registered at the SIIPE have had some type of evaluation.

The Toolkit to Evaluate Education Initiatives seeks to encourage organizations to generate evidence that informs and improves the design of educational policies and programs to mobilize the indicators of the education system.

This digital tool includes guided content that promotes evidence-based decision-making to evaluate educational programs:
At an early design stage

This toolkit allows to specify the objectives, the strategy to achieve them, and the means to monitor them.

During the operation

The toolkit allows to validate whether the activities are being carried out according to plan and if adjustments to objectives and strategies are necessary.

Once finalized

The toolkit allows to reflect on the process and its results, and to derive lessons learned for new project formulation.

The Toolkit to Evaluate Education Initiatives and Programs can be beneficial for many stakeholders, including:
